OUR CREDO, PURPOSE AND GOALS

WHO ARE WE?: WE ARE A GRASSROOTS SOCIAL ACTION GROUP THAT WAS ESTABLISHED BY CONCERNED TRIBAL CITIZENS ON FORT BERTHOLD RESERVATION IN 2015

OUR CREDO: EVERY TRIBAL MEMBER COUNTS!!

OUR PURPOSE: TO WORK FOR THE SOCIAL AND POLITICAL ADVANCEMENT OF ALL MEMBERS OF THE THREE AFFILIATED TRIBES (TAT)

OUR GOALS ARE:

1. RESTORE THE EQUAL VOTING RIGHTS OF ALL MEMBERS OF THE THREE AFFILIATED TRIBES (TAT).

2. ESTABLISH AND ENFORCE FISCAL AND FINANCIAL ACCOUNTABILITY BY OUR TRIBAL GOVERNMENT TO OUR TRIBAL PEOPLE.

3. ESTABLISH AND MAINTAIN A GROWTH- ORIENTED TRIBAL ECONOMY BASED ON THE FUNDAMENTAL PRINCIPLE OF TRIBAL SHAREHOLDER EQUALITY.

4. RESTORE OUR SOVEREIGNTY OVER OUR NATURAL RESOURCES AND TAXING AUTHORITY BY REVISING AND RE- NEGOTIATING THE 2013 TRIBAL-STATE TAX AGREEMENT.

5. WHO CAN JOIN FBLV?: ANYONE WHO IS COMMITTED TO THE CREDO, PURPOSE AND GOALS OF OUR ORGANIZATION.

QUESTION: WHY?

ANSWER:  TO BREAK THE ELECTORAL STRANGLEHOLD HELD BY A SMALL MINORITY OF TRIBAL VOTERS ON FORT BERTHOLD RESERVATION WHO USE THEIR ILLEGALLY GAINED POLITICAL POWER TO DENY EQUAL ECONOMIC ACCESS TO TRIBALLY OWNED RESOURCES TO OUR NON-RESIDENT MEMBERS OF THE THREE AFFILIATED TRIBES (TAT).

  1. QUESTION: HOW CAN I HELP AS AN INDIVIDUAL TRIBAL MEMBER?

ANSWER: SUPPORT THE FBLV’S PETITION FOR THE RESTORATION OF EQUAL VOTING RIGHTS FOR ALL ENROLLED MEMBERS OF THE THREE AFFILIATED TRIBES (TAT).

  1. QUESTION: WHAT DO I DO?

ANSWER: SIGN OUR RESTORATION OF TRIBAL VOTING RIGHTS PETITION BY FILLING OUT THE ABOVE PAPER PETITION BY PROVIDING YOUR TRIBAL VOTER INFORMATION (YOUR NAME, ADDRESS, PHONE, EMAIL AND TRIBAL ENROLLMENT NUMBER AT OUR ON-LINE REGISTRATION SITES AT: 1) ray.cross@umontana.edu; or 2) fblvote@gmail.com.

  1. QUESTION: WHAT IS THIS PETITION INTENDED TO DO?

ANSWER:  IF IT’S SUCCESSFUL IT WILL RESCIND THOSE TWO PROVISIONS OF THE TRIBAL ELECTION ORDINANCE THAT EFFECTIVELY DENY OUR NON-RESIDENT TRIBAL MEMBERS THEIR CONSTITUTIONALLY DECLARED AND INHERENT RIGHT TO VOTE IN TRIBAL ELECTIONS ON FORT BERTHOLD RESERVATION.

  1. QUESTION: WHY WAS IT WRONG OF THE TRIBAL BUSINESS COUNCIL TO DENY, IN 1986, ALL NON-RESIDENT TRIBAL THEIR RIGHT TO VOTE IN TRIBAL ELECTIONS?

ANSWER:  BECAUSE THIS COUNCIL ACTION, AFFECTING ONLY THE VOTING RIGHTS OF NON-RESIDENT TRIBAL MEMBERS, WAS TAKEN:

  1. FOR THE IMPROPER POLITICAL PURPOSE OF ESTABLISHING AN ELECTORAL MONOPOLY OVER TRIBAL VOTING POWER IN FAVOR OF THAT SMALL MINORITY (APPROXIMATELY ONE-QUARTER OF THE TRIBAL MEMBERSHIP) OF TRIBAL VOTERS WHO RESIDE WITH THE SIX (6) SEGMENTS OR ELECTORAL DISTRICTS OF THE FORT BERTHOLD RESERVATION;
  2. FOR THE IMPERMISSIBLE PURPOSE OF ELIMINATING. WITHOUT THE DUE PROCESS OF LAW, THE PRE-EXISTING VOTING RIGHTS OF ALL NON-RESIDENT TRIBAL MEMBERS OF THE TAT;
  3. IN THE TOTAL DISREGARD OF THOSE NON-RESIDENT TRIBAL MEMBERS’ CONSTITUTIONALLY PROTECTED AND FUNDAMENTAL RIGHT TO VOTE IN ALL TRIBAL ELECTIONS;
  4. FOR THE IMPERMISSIBLE, BUT IMPLICIT, PURPOSE OF IMPOSING SUCH SIGNIFICANT ECONOMIC AND SOCIAL BURDENS ON THEIR EXERCISE OF TRIBAL VOTING RIGHTS, THAT THE VAST MAJORITY OF NON-RESIDENT MEMBERS WOULD BE DISSUADED FROM CONTINUALLY RETURNING TO THE RESERVATION TO VOTE, AND WOULD THEREBY BE COMPELLED TO FORFEIT THEIR CONSTITUTIONALLY PROTECTED RIGHT TO VOTE; AND,
  5. FOR THE EQUALLY IMPERMISSIBLE, AND SIMILARLY IMPLICIT, PURPOSE OF SINGLING OUT THOSE MANY AND ESPECIALLY VULNERABLE NON-RESIDENT TRIBAL MEMBERS WHO ARE SEVERLY PHYSICALLY OR EMOTIONALLY DISABLED, INDIGENT, FULLY GAINFULLY EMPLOYED, FULL TIME STUDENTS OR FULL TIME CARETAKERS OF DEPENDENT CHILDREN AND ELDERS, WHO THEREFORE SIMPLY CANNOT CONTINOUSLY TRAVEL BACK AND FORTH TO THE RESERVATION TO VOTE.
  6. QUESTION: WHEN WILL THE FBLV’S PETITION BE AVAILABLE FOR TRIBAL MEMBERS’ REVIEW AND SIGNATURE?

ANSWER: THE FBLV’S PETITION WILL BE AVAILABLE FOR TRIBAL MEMBERS’ SIGNATURE ON OR BEFORE SEPTEMBER 28TH.  IT WILL LIKELY BE AVAILABLE IN TWO FORMATS: A. ON-LINE, AS A “VIRTUAL PETITION” AT THE FBLV’S WEBSITE; OR, B. IN A TRADITIONAL PAPER FORMAT FOR THOSE WHO ARE UNABLE TO ACCESS OUR FBLV WEBSITE FOR ANY REASON.
